HCS SCS SB 925 -- ENVIRONMENTAL ISSUES SPONSOR: Cauthorn (Bivins) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Energy and Environment by a vote of 10 to 0. This substitute changes the laws regarding environmental issues. In its main provisions, the substitute: (1) Allows the Department of Revenue to keep 1% of the lead acid battery fee instead of the current 4%; (2) Removes certain fees on in-state hazardous waste facilities and requires resource recovery facilities to pay a new fee for receiving out-of-state hazardous waste; (3) Establishes a comprehensive system for tracking the activities of residential and commercial septage removal companies by requiring them to register with and provide specified records to the Department of Natural Resources; (4) Authorizes public water supply districts, sewer districts, and municipalities to install and maintain sewer and water lines in public roads and authorizes the Highways and Transportation Commission to regulate water and sewer projects within the right- of-way of any state highway; (5) Authorizes income tax credits that will total $3 million in 2007, $2 million in 2008, and $1 million in 2009 to encourage the installation and operation of alternative fuel vehicle refueling facilities; (6) Extends fees imposed under the water pollution statutes until December 31, 2009, and establishes a joint committee to study these fees as well as the implementation of the federal Clean Water Program, storm water regulations, and clean water regulations; and (7) Authorizes the Board of Fund Commissioners, in addition to amounts authorized prior to August 28, 2007, to issue bonds for grants and loans under Article III of the Missouri Constitution. The amounts authorized are $10 million for water pollution control, improvement to drinking water, and storm water control; $10 million for rural water and sewer projects; and $20 million for storm water control in first classification counties and St. Louis City. FISCAL NOTE: Estimated Cost on General Revenue Fund of $0 in FY 2007, $0 to $3,000,000 in FY 2008, and $0 to $2,000,000 in FY 2009. Estimated Cost on Other State Funds of $2,160 in FY 2007, $750,432 in FY 2008, and $731,649 in FY 2009. PROPONENTS: Supporters say that the bill makes necessary technical changes to fees charged for battery disposals. Testifying for the bill were Senator Cauthorn; and Department of Natural Resources.
